| 内容記述 | The 'principle of local autonomy' in Article 92 of the Constitution of Japan is generally considered to consist of two ideas. One is the decentralization, and the other is the participation of inhabitants. This way of interpretation comes from German jurisprudence. 3 In the light of those two ideas some problems will arise about present-day local government law system of Japan-freedom of information institution, reoro N ganization of local public entities, for instance. This short paper will outline those problems. |
