One is the decentralization, and the\nother is the participation of inhabitants. This way of interpretation comes from German jurisprudence.\n3 In the light of those two ideas some problems will arise about present-day local government law system of Japan-freedom of information institution, reoro\nN ganization of local public entities, for instance.
