内容記述 On February 15, 2004, a mudslide occurred on the face of the earth with steep slopes, along National Route 108 in Yashimamachi(currently, Yashima, Yurihonjo City), Akita Prefecture. The debris from the mudslide landed on top of snow-shed and did not an injury to a person. Approximately one month later, on March 11, another mudslide occurred on the adjacent slope. At the same time, however, the mudslide destroyed the safety barriers, and mud, sand and so forth that came down on the road pushed a passing minivan down to the Koyoshi River about 20 meters below. The dead body of a female passenger was recovered approximately one month and a half later.
The government of Akita Prefecture took this mudslide incident seriously and in April 2004, set up a technical investigation committee to look into the mudslides along Route 108 in Yashimamachi. The committee concluded that freeze-thaw was an important contributing factor to the mudslide based on the fact that a) there was no measurable depth of snow accumulation on the slope when the mudslide occurred on March 11, and b) the mudslide on February 15 also occurred under the same condition. In its report, however, the committee did not touch on the issue of base snowmelt that must be taken into consideration if there was a measurable depth of snow accumulation.
In this thesis, the author speculates as follows:
a) Though there was no measurable depth of snow accumulation on the slope when the mudslide occurred, a measurable depth of snow accumulation was likely several days before March 11 when the temperature was low at a level that surface soil freezing is expected.
b) The photographs data taken by an official of Yashimamachi on February 17 clearly indicate that there was a measurable depth of snow accumulation on the slope before February 15.
c) The meteorological data observed by the Automated Meteorological Data Acquisition System and Akita Prefectural Agriculture Experiment Station clearly suggest that it is impossible for freeze-thaw phenomena to occur in low hilly terrains under an altitude of 100 meters when the depth of snow exceeds 10cm.
Therefore, it is inconceivable that the mudslides that occurred in February and March were natural disasters attributable to freeze-thaw, but rather man-made disasters caused by the method used to construct the slopes.
