First, as the background of the improvement of the ICT environment by the GIGA school project of MEXT, the delay in the utilization of ICT seen internationally and the situation that has been improved by the efforts of each local government are summarized. Next, I took up the concept of an agency(OECD Education 2030) about the learning process of children aimed at by utilizing ICT. In promoting these efforts, the author said that it is important not to presuppose the framework of the school education system so far, but to reconsider them and propose a new framework for education and learning.
