It is aimed to reveal the problems or issues of \"the New Immigrants Torch Program” in the past, and to know whether “the Native Languages of New Immigrants Curriculum” currently being implemented has improved or resolved those problems mentioned above.   It was shown that Taiwan government and related local organizations have organized many training programs and courses to improve teachers' quality or their abilities as well as teaching materials and their time schedule. The first author confirmed that the preferable interactions between teachers and students in the classroom, specifically introducing games and activities to elicit students’ interests.   Thus, more or less effective educational programs are implemented in Taiwan, although little educational practice is seen here in Japan.
