Particular reference of the study was made to Atorion Hall located in Akita city. The analysis was made based on the notion of public outreach activities. The result of analyzing various data sources indicated that Atorion Hall had indeed been making public outreach efforts to a great extent. However, such efforts did not seem to have been enough to serve as a place for the public, for lifeling learning, in particular. The paper concludes that a series of public outreach efforts are needed to bear fruit in the form of increased number of the so-called silent patron, who will contribute to the development of local arts and cultures.
