First, draft guidelines for vocational assessment practice were developed based on two preliminary surveys. In the first round of the Delphi study, the 20 experts were asked to rate the levels of agreement and importance using 9- and 5-point Likert-type scales, respectively. In the second round, the results from the first were fed back to the respondents so that they could compare their own responses with those obtained from other experts. The items with a matching rate among experts above 90% (37 items under seven areas) were included as the final guideline items.
