The purpose of this paper is to clarify the research activities of the Sendai Educational Research Institute from 1937 to 1942. The aim of the Institute at its establishment was to make an educational plan based on the scientific research of educational environment and childrens development in Sendai. Heiji OIKAWA, the first director of the Institute, pursued this aim and confronted the national educational plan that disregarded locality until he died in 1939. On the other hand, Nobuo TSUDA, the second director of the Institute, faithfully dealt with the national plan of elementary school and promoted patriotic spirits among children in wartime. Under the first director, the Institute was a research center for studying the local educational matters and an organization to implement locally characterized education. Under the second director, however, it became an agency to foster the national elementary school system governed by the Ministry of Education.
