At first, we guess the reasons why the editorial members of the fourth state arithmetic textbook published in 1939 set the topic as following;\n・Physical values of 6th graders or young men aged 20 increased smoothly year by year till 1927. But their changing stagnated or decreased during the last year's of 1920.\n・The average life expectancy in Japan was very short to the European contries or USA at every life stage. This meant that the circumstance of the public health including the supply of food was very poor compared to the European countries or USA.\nWe guess that the editors desired strongly to improve the circumstance to the health as soon as rapidly. So, they would pick up the some annual or monthly data on patient or the dead person to the tuberculosis or several infectious disease designeated law. And then they demanded to calculate the death rate to the patients on each disease. And then, we could guess another aim to the subject;\nThe governmental expectation at those days was to young men being strong soldiers.
