A typical method for traffic-volume investigation is the complete survey method, by which an investigator stays at a single observation point at all times. Another method is the moving survey method, by which investigators move to different observation points one after another at a specific time interval to observe traffic volume. While the measuring accuracy of a moving survey is lower than that of a complete survey, it has advantages in that it can be done with fewer investigators and can increase the number of observation points or the number of investigations at the same cost. However, moving surveys are not widely trusted owing to their uncertain measurement accuracy. In this study, we selected a sample of representative observation points with different traffic volumes out of the total observation points in Akita city center where complete surveys are conducted by the city. We then conducted a comparative analysis of the measurement accuracy between the complete survey and the moving survey, deriving a formula to estimate the measurement accuracy of the moving survey from the traffic volume per hour and the duration of observation. Next, we developed a plan to measure the traffic volume in Akita city center by the moving survey as an example (24 observation points in total) and showed that the survey is capable to measure the traffic volume within 1/4 of the time needed for the complete survey, 1/3 of the investigators, and a 30% margin of error. Finally, we conducted the moving survey and identified observation points showing a reduced traffic volume compared to the result of an investigation conducted two years ago by the city of Akita. |
