Akita people's“prefectural characters”as specified in the project proposal include“hiyamikogi”（“lazy”in the Akita dialect）, which is in fact not counted as such in books on“prefectural character”published nation-wide. This kind of discourse on“prefectural character”has a political function of making people
see social problems as their own, which can be made more effective by the use of dialect to express their（putative）blamable character, though at the great risk of concealing the real cause.},
