New courses expanded in this process, and came\nto occupy 40% of the whole. 7 colleges were changed to the new name ones. This change occurred by\nthe fiscal restructuring mainly caused by the decrease in birthrate and teacher employment. But, the\nexpansion of the new courses has the danger which it makes worse with the possibility to solve the\nproblem for teacher training colleges.
