The purpose of this study was to clarify issues on CBR which are implemented by the Ministry of Social Welfare, the Ministry of Health and non-governmental organizations. A nationwide increase has been observed in the number of PDK centers. However, the centres' activities are targeted at children with mental retardation, and the content is mainly to do with functional training and education of individuals. The social approach is insufficient. According to the Ministry of Health, the activities of CBR are early detection and intervention for children with disability. From the point of view of the nongovernmental organizations, it is important to empower people with disability through a social approach.
