「スポーツ政策」論の社会学的再検討 ―「スポーツ権」・「総合型地域スポーツクラブ」をめぐって― Theoretical Review and Consideration on“Sport Policy”Studies: Over the“Rights to sport”and“Comprehensive community sport club” 伊藤, 恵造 ITO, Keizo Sport as a media Sport Policy Social capital Community The purpose of this study is to clarify the results and problems of“sport policy”studies conducted from the 1970s to the present. The arguments of“ideal sport policy”shed light on the problem of the promotion of sport by the national and local government. However, it became apparent that they still had issues in a method of the grasp of a life. In addition, in the discussion of“rights to sport”as the basis for an“ideal sport policy”, the limitation became evident from the perspective of“sport as a media”, not“a movement”. Furthermore, in the arguments over the“comprehensive community sport club”, the necessity of asking about a “top-down approach”and“the facts of the policy subject”was pointed out. The meaning of“mobilization”in the argument of the“social capital”was confirmed as the symbol of this point and it became clear that it had been discussed without concrete facts about“inhabitants leadership”.
